Profiling reveals a lot of time spent in check_quota function, :rfkelly to investigate.

Hardware: x86_64 → All
Is quota even enabled? It should spend near zero time in there.

Bob and I worked together to confirm that quotas are not currently enabled, this seems to be just an artifact of the way the code profile is being reported.
