1) Open a slow loading page
2) Scroll down slowly while the progress bar is still on the screen and the page content is partially loaded

Expected: When the title bar is fully scrolled, the progress bar sits at the top of the screen or disappears
Actual: The progress bar smears across the screen

Repro'd on a Galaxy Nexus.

Should this be added to Bug 981059?
Assuming 29 isn't affected I should hope so.
Is this the same issue somewhat as bug 981783?
Does this affect Nightly *and* Aurora?
Can we retest this when bug 981676 has landed?

This is definitely a regression from bug 962103. I saw this back when I was first working on that bug (see https://bugzilla.mozilla.org/show_bug.cgi?id=962103#c11), but this glitch magically disappeared for me later on (https://bugzilla.mozilla.org/show_bug.cgi?id=962103#c19).
Fixed with the progress bar backouts.
