Details
Currently whether the last/latent samples from the resampler are played back depends on how many times ProcessInput() is called after the track IsEnded(). Bug 818822 probably makes this resampler unnecessary.

With bug 818822 now fixed, this bug still exists but now needs to be fixed in AudioSegment::Resample().
