use "Mail & Newsgroups" in the UI.

I'm not 100% sure your changes to composeMsgs.properties are correct.

nsBranch+. The fix has been baking on the trunk and we just need PDT approval to
land it on the branch.

whoops this got a PDT+ at the meeting today however I forgot to bring up the
localization impact. I'm sure PDT wouldn't want us checking this in until
localization buys off on it. cc'ing mcarlson (i'll also send email).

Branch build 2001-09-19.
Fix is verified on Win 2000, Linux and Mac OSX.

I checked the following:
1. The title for 3 pane window: "Mail & Newsgroups".
2. Menu item: Edit|Mail & Newsgroups Account Settings...
3. Title for coming dialog "Mail & Newsgroups Account Settings"
4. From Browser:  Edit|Preferences retrieves Preferences dialog where we have
now  "Mail & Newsgroups".  Here 2 places: selected category and title of the
area with options.
5. The same from 3 pane window (Alt 3 pane as well):  Edit|Preferences retrieves
Preferences dialog where we have now "Mail & Newsgroups" - 2 places: selected
category and title of the area with options.
6. From Browser and  the mail menu on 3 pane window (Alt 3 pane as well): -
Tasks menu. We have now: Tasks|Mail & Newsgroups.
