spun off from bug 87195 --but let me know if i need to further spin these off
into more specific bugs.

instances in the product where 'Mail and Newsgroups' should be changed to 'Mail
& News':

* Prefs dialog, toplevel category name
* Prefs dialog, panel name
* elsewhere?

The "Mail" item under the Task menu?  Since what it brings up is really the Mail
& News component.

Seth probably won't mind if I take this.  That is, Jennifer needs to approve 
the changes before anyone can start work, but once we know either way, I can 
take care of this bug.

warner, bug 94020 covers renaming Tasks > Mail to Tasks > Mail & News.
