1. Start a video recording.
2. Stop the video recording
3. Observe that the video recording icon in the status bar never goes away.

When you pull down the notifications tray, it also shows that the Camera and Mic are active despite the fact no recording is happening.

Unable to reproduce on Nexus 4 running the following:
- gecko: larch:1e326e9bcc1b
- gaia: camera-new-features:092ced82a7c50841e7ef3c273700fc0efbd1e97d

ST!R:
- open camera app
- switch to video recording mode
- start recording
- press home button
    ---observed bright red icon in title bar; it quickly switches to dim red, then goes away
- reopen camera app
- start recording
- stop recording
- press home button
    ---observed bright red icon in title bar; it quickly switches to rim red, then goes away
