The Responsive Design Mode always triggers a 'resize' event on page load. This event is not fired when the mode is not enabled, so it should also not be fired when it is enabled.
There was a related discussion in the Firebug discussion group.[1]
I attached a simple test case.

This bug appears to be fixed in the new RDM UI shipping in Firefox 52.
