Details

User Agent: Mozilla/5.0 (Windows NT 5.1; rv:29.0) Gecko/20100101 Firefox/29.0 (Beta/Release) Build ID: 20140318013849 Steps to reproduce: I tried the help suggestion to change the location of the tabs from top to bottom but that setting does not work, (about:config; browser.tabs.onTop double click to set the value to false and restarted Firefox). Also, I checked menu options and there is no to change the location of the menu bar. Actual results: Nothing, tabs stayed on top and there is no option to change the location of the menu bar to below navigation bar. Expected results: Tabs would be moved below navigation bar.
This was a conscious decision. You can find many add-ons on https://addons.mozilla.org/ that restore the functionality you want, but it's no longer part of Firefox.

Thank you, Classic Theme Restorer 1.1.7 solved the problem very nicely.
