Steps to reproduce:

HI,

I upgraded to the latest version 24.0 half an hour ago. My TB is in French. Since then I can NOT send mail. A window appears with the mention " adjunction of // adjonction de" and the blue bar keeps going up to 10 minute. After 10 min i decided to abort, restart TB, make another testmail but same problem.

3- I have checked Avast: OK
 I have boot in safe mode: Not possible to send a mail via TB. In safe mode all connections to internet working normally. 


Actual results:

Even in safe mode, I can not send an e-mail.
