We can sample or we can whitelist. Or we can let users opt in from the debug page. Either way we should do it. We could collect a bunch and keep them in localStorage/IndexedDB and post them to the API periodically. Open to suggestions. It's worth noting that some companies submit every single timing to their APIs.
Andy also added this to the old Marketplace.

I think GA is already doing (parts of) this. See attached for what they report automatically.
There is also https://developers.google.com/analytics/devguides/collection/gajs/gaTrackingTiming which you could send numbers to and get fancy graphs and such for free.
