Steps to reproduce:
Open customize menu.
Try to move "forward/back" or "reload" buttons.
Try to remove "open menu" button.
Actual results:
You cannot.
Expected results:
Forward/back/reload buttons able to be moved independently of address bar.
Open menu button should be removable.

Being able to move menu button is filed as bug 947301 (and deps), splitting off the back button as bug 971298. Picking randomly between them for something to duplicate this one to.
