987393 - Unable to change Network Type if the SIM card isn't available or doesn't have the required card app

STR 1:
1. Go to settings app with no SIM card inserted on the phone.
2. Cellular & Data settings is disable with no sim card error

Expected: User should be able to change the network regardless of SIM present or not.

STR2:
1. Insert a SIM card with USIM app
2. Go to Cellular & Data -> Network Operator -> Network Type and select the network type to CDMA only
3. Reboot the phone

Observed: Cellular & Data settings is disabled so not able to change the network type to GSM

Expected: User should be able to change the network type back to GSM. Due to this issue we are required to now insert a RUIM card and reboot the phone and then change the network type to GSM and then insert a USIM card.

In my opinion there are two possible solutions. First is to move the Network Type setting out of the Data & Cellular settings and keep it enabled always irrespective of SIM or provide a fix as requested in bug 949829.

According to STR2, it looks like a defect. I'm expecting QA can help to reproduce and clarify.
On the other hand, need UX input for whether to allow configuring network when no ICC was inserted.

This bug should not block FxOS-v1.4-CS-8926, right?

Hey Wesely, we still have a few weeks before CS so it would be good if we can get this feature in but yes this is not really blocking CS release.

I could reproduce STR1 on 1.3, the option Cellular & Data are unavailable when no SIM Card is inserted
I couldn't reproduce STR2 it on the regular SIM card on 1.3 or 1.4
On 1.4 the message says:"Network type could not be set" and switches back to the preffered network
On 1.3 the phone automatically switches back to the proffered network 

Leaving QA Wanted since I don't have SIM card with USIM app to test

Then this shouldn't be blocking the CS blocking bug. We should only be flagging bugs against that bug that are legitimate stop ship issues for certification.

I suggest the 2nd one:
Always keep the Data & Cellular enabled irrespective of SIM.

If the SIM card doesn't support the currently selected network then the UI now does allow changing the network type. I think the issue is resolved since Gaia started to use iccid to determine if the icc card is present instead of card state. Marking this bug resolved.
