987916 - cannot make a call through a contact

Nexus 4, master, 3/24 build

STR:

1. open contacts
2. open a contact that has a phone number
3. click on the number to initiate a call

Actual:

1. First got popup saying "must be connected to a network". I was! Calls made through Dialer work fine.

2. After that popup, I could never attempt again. Touching the number field did nothing.

I was able to go immediately to the Dialer, start typing the number, select the contact and successfully initiate the call, which indicates the problem is in Contacts.
