# STR:
1. Flash your phone with the latest build
2. Launch Settings app
3. Go to Developer section
4. Tap Launch First time use

# Expected results:
First time use app is launched and Languages list section is displayed

# Actual results:
First Time use app doesn't launch, the page in the screenshot is displayed

I also attached a logcat of the issue

Also I can see this after a fresh flash
The phone is stuck at the "Firefox" splash screen  and it's unusable for a normal user.

The device will be usable after we do a:

make reset-gaia NOFTU=1

This will not start the FTU app first time we use the phone

After a fresh flash, and killing the ftu, going to homescreen results that the "No Sim" icon appears, but it does not affect the functionality, meaning that I can still dial.

I didn't have to use NOFTU=1; I just did a make reset-gaia and it worked...  

This started happening on inbound yesterday.  jsmith suggested I look into it, I dismissed it as my own issue once I found I can flash gaia on top of it without an issue.

Not sure where the change occurred as of yet.

Interestingly, make reset-gaia and make install-gaia will make the phone work, but make production will not.

In case anyone is wondering why our FTU integration tests didn't catch this, it looks like the issue doesn't reproduce on b2g-desktop.
