I have just learned the translation bar project. Looks like this functionality is machine translation. But some Web sites are offering their own translation and have <link rel="alternate" hreflang="x"> tags.

I have implemented the translation bar on www.mozilla.org (Bug 906943) and it uses the link tags to detect available translations of the page.

I think Firefox's translation bar can do the same thing, instead of showing users the results of machine translation.
