On OS X, a scroll indicator appears when using the scroll wheel. When moving the mouse to that indicator it normally expands into a scrollbar that can be dragged. This behavior is broken in the latest nightly on many sites (like bugzilla, nytimes.com etc). It does work as expected on other sites like reddit though. Everything works as expected in Aurora. Tested on OS X 10.9.2 with a clean profile.
