If you can't scroll than this is bug 850940 all over again

I can scroll, the scrolling just stops before I reach the end of the list.

I believe that Bug 852595 should address this. That ticket will resize the panel each time the panel gets selected (including orientation changes), which has the side effect of letting you scroll to all your tabs. Please re-open if my analysis is not correct, or we don't squash this in practice.
