 DEFECT DESCRIPTION:
  PDF file can not in Landscape position
  REPRODUCING PROCEDURES:
  Precondition:
  1.network is ok
  Step:
  1.launch Browser->input"apps.irs.gov/app/picklist/list/formsInstructions.html"- >open
  2.tap"IRS.gov Home Page"->tap a pdf file,such as "1040"
  3.after it opened->switch to landscape mode from portrait mode->PDF file can   not in Landscape position -->KO
  EXPECTED BEHAVIOUR:
  KO：PDF file can in Landscape position
