996016 - [FxAccounts] 'Refresh Authentical UI' and cancelling the verification process causes the login state to be in limbo

Description

STR:
- Log into firefox account from Settings.
- Start Test FxA Client app, select refresh authentication UI
- Press X on top left corner to exit
- Go back to the settings -> firefox accounts

Expected:
- the user is still logged in

Actual:
- The UI asks the user to log in, and when typing in the username and password for the first step, the UI rejects it with saying 'the user is already logged in'

This is related to the bug where the system fxa flow does not check the login status, it just naively presents a login form (bug 964417, which maybe we should reopen).

However, marking as nice-to-have, as it seems like a relatively remote edge case.

actually, this seems pretty awful. marking as blocker, I think there might be something hairy lurking under this.
