In bug 970935 we are making the Rocketbar display over the homescreen in the expanded state. This has the side effect of displaying the rocketbar on top of the first row of icons.
In 2.0 rocketbar is not shipping, and this was a workaround anyway. Will revisit when the real fix is needed.
