Steps to reproduce:

1. Make sure there is no call held
2. Launch Dailer
2. Make an outgoing call


Actual result:
----------------------------------------------------
'Withheld number' is shown for the outgoing call.

This is known because bug 990003 is uplifted to v1.3t before bug 996421 gets landed, see https://bugzilla.mozilla.org/show_bug.cgi?id=990003#c62

Once bug 996421 is landed, this is resolved. Set as duplicate due to explanation above.
