997324 - Upgrade Review Board servers to latest

A lot of work has been done on Review Board since the servers were set up.  In particular, I've split the Bugzilla support out into its own extension, so upgrading should be, hopefully, less painful.

We should upgrade to the latest release-2.0.x and then install rbbz.  I can roll a package for both, since 2.0 isn't out yet, and I may have to do some more additions to the core to support more rbbz features.

I recommend doing dev first to make sure the upgrade is relatively smooth.  Even though Review Board is still in trial mode, I would prefer not to lose production data if at all possible. :)

reviewboard-dev and reviewboard.allizom.org have been split off onto separate VMs, so that we can upgrade individually. reviewboard-dev has been upgraded, though there appear to be some issues to work out

There are two parts.  We need one more change to the rbbz Review Board extension (bug 993232), which is very close.  At that point, we should have what we need from Review Board's side, so I would be okay deploying to dev and shortly after upgrading staging.

The other side is hg integration, which is pending the results of the discussion currently happening on the mozilla-code-review group.  It seems to leaning towards setting up a separate hg server with around 10 GB of room, but it's not fully decided.

Based on bug 1016006 comment 0 it looks like the server has to be the review board server, so this amounts to just increasing the disk as needed.

We upgraded dev to stock RB + extensions, we've set up prod from scratch, and I don't think we'll bother upgrading staging, for now at least, so we're good here.
