Making calls from the device does not appropriately display the number or contact name being called. Instead, the device displays 'Withheld number'. If the user intitiates a call from a contact page(instead of manually dialing number), the dialer will OOM and close before the recipients device begins ringing.

Repro Steps:
1) Update a Tarako to BuildID: 20140416004007
2) Launch Dialer app.
3) Dial a valid phone number and call it.

Actual:
Dialer app displays 'Withheld number', instead of displaying the number that is being called.

Expected:
Dialer app appropriately displays number being dialed. (or name of contact, if applicable)

Alternate Repro:
1) Update a Tarako to BuildID: 20140416004007
2) Launch Contacts app.
3) Tap on a contact with a valid phone number.
4) In contact details page, initiate a call to the contact.

Actual:
Dialer app will display 'Withheld number', and app will automatically close without provocation shortly after.

Expected:
Dialer does not close until instructed by user. Contact name is displayed during phone call.

The call crashing from contacts is being bugged as a separate issue. Updating title to reflect changes.

bug 996421 has been reported on 04/14 and this issue with 'Withheld number' just showed up today, is it still a dup?

bug 996421 didn't land until 10:30 PST today, so we should plan to retest this tomorrow.
