Assuming you have several mail accounts, a private one of which you want to
collect all incoming and outgoing addresses, and a mailing-list account, where
you don't want any address to be collected at all.
Today: you cannot have this: either collect all addresses and you get a lot of
noise from the mailing-list account or you collect only outgoing addresses, add
incoming ones from the private account manually, and you have a smaller noise
from the mailing-list account.
Tomorrow?: One general pref in the preferences dialog (like it is today) and a
new item in the Mail/News account settings Addressing tab:
v Account name
Server Setting
Copies and folders
Addressing <============ new stuff comes in here
Disk Space
The Addressing tab should have the same appearance like the one of the Pref
dialog, except for the "Limit collected addressbook to [____] cards" which
doesn't make sense here.

Here is the description from the bug deemed a duplicate. I don't think it is,
because this one is talking about setting prefs on an account basis, and I am
talking about collecting the addresses themselves, with a different address book
for every account.
The address book into which outgoing addresses are now collected is set in
Edit|Preferences|Addressing, which is global for all accounts. The setting
function should be moved to Account Settings, so that each account can have
addresses saved into a different address book. If I want to later send to all or
most of the collected addresses, I don't want the recipients for different
accounts saved into the same address book. Different accounts have their own
proper recipients that need to be kept separated.

In other words, if you have user accounts abc, xyz, pqr, etc., each would have
its own personal and collected address books, by default, and any additional
address books each user would care to add. It should be an option to mark any or
all of the address books as shared with another account, so some addressbooks
could be global, but the default would be to keep them separated.

This is also an issue I am facing with my Exchange Web Services implementation. That is, for a target user with a personal IMAP account and a business Exchange account, they probably want to keep the contacts for each separated.
