997491 - build-test-integration doesn't honor REPORTER

We're trying to add 'make build-test-integration' to TBPL.  Unfortunately, it doesn't support the TBPL mocha report, so:

REPORTER=mocha-tbpl-reporter make build-test-integration

still causes the tests to use the default spec reporter.  Without the tbpl reporter, the test output does can't be handled by TBPL.
