999086 - Add gaia linter tests to TBPL

The linter tests are the last suite that's running in Travis but not in TBPL (although gaia build tests are on ash only atm).  We should get them running.

Mozharness script for gaia-linter tests.  This contains a custom parser that makes sure we output errors in a TBPL-friendly format.

This also schedule gaia-build tests on cedar; they were previously only running on ash.

This isn't actually obsolete; bzexport just thinks it is because I used the same patch name for the buildbot-configs patch.

Thanks for doing this! Nice and simple.. As a side-note, why is that gaia_test.py under mozharness/base? Shouldn't it be under mozharness/mozilla somewhere?
