Details

ftp://ftp.nai.com and ftp://ftp.microsoft.com gives me "can't open data connection". This is with Mozilla .94 (Mozilla/5.0 (Windows; U; Windows NT 5.0; en-US; rv:0.9.4) Gecko/20010913). I'm on a DSL connection behind a Linksys DSL router (NAT). Works fine for Netscape 4.78.

I'm aware of that bug, but I don't think that it is a duplicate as the error conditions are different. In bug 99060 it just says that the document is finished, where in this case it actually gives you an error of can't open data connection. They may be related (as they are both in FTP), but that isn't obvious as there is sufficient differences so it throws up different errors.

From bug 99060: "A 'Can't open data connection.' dialog is shown." (Just as it is here) In addition, the test url (ftp://ftp.asuscom.de/pub/ASUSCOM/BIOS/) exhibits the same behavior as those urls listed here (ftp://ftp.nai.com and others) -- the user is given the dialog "can't open data connection" and then a blank page is shown.
