179044 - 'never for this site' shoult store host name instead of the whole URL

If I click 'never for this site' when prompted if I want to store the form
values, the whole URL is stored in 'forms never saved'.
If the URL contains session ID, I get prompted again when session is restarted
(the URL changes), which is really annoying.

I think it should be host name only. Otherwise the button should be called
'never for this page'.
For comparison - the pop-up manager stores the host name only as I expected
(haven't checked with other managers).

This is somewhat related to bug #63271, but I consider it a bug, not an
enhancement, thus the new submission.

It also relates to bug #139188 - if the entries had contained host names only,
there would have been no necessity to resize/scroll the window.

nevertheless, it IS a dupe of bug 63271. If your problem already exists in the
database, add your comment there, do not open a separate bug. We have enough
database clutter already.
