As designed. If you go the the last dialog (where the Install button is at), it should show you that they are "(required)". This is the force-upgrade feature at work. The installer has detected that you had previously installed those components. If you were able to deselect them, then those components (not being installed) might not be compatible with the new browser files you're about to install. I admit, we could use a better way of informing the user of this.

"The browser is always installed. Select or clear the additional components you want to install." how about something like: "Select or clear the additional components you want to install. Any previously installed components must be upgraded." or something. reopening and morphing.

Seamonkey and Firefox are using a new NSIS based installer. resolving this old bug, please reopen if you still get this with the new installer
