2% tscroll regression on osx 10.6 on april 24 from bug 994282

this is a 10.6 only regression, but we have had 2 little regressions land in a couple of days, making for good times :)
Here is a graph of what I see, the second bump is the interesting one:

Prior to this patch landing we had a <6.25 (avg: 6.12) value for tscroll, now we have a >6.25 (avg 6.29) value.
