According to the bug 921326 comment 6, 
we need to support to toggle CB service of selected SIM.
However, currently, the preference of "ril.cellbroadcast.disabled"
represents a global Toggle of CBS in device instead of the toggle per SIM.

To support bug 921326, 
we need Gaia's help to extend this preference.

Perhaps we could combine this with https://bugzilla.mozilla.org/show_bug.cgi?id=1008501?  As per 3GPP 23.041:

"Allow the user to enter the Message Identifier via MMI only for the 1000 lowest codes." -section 8.1 General MS/UE Functionality

For example:

"The ETWS emergency message is conveyed by the paging message which can invoke mobile terminals to start receiving CBS messages without MMI"

In Settings, would could provide categories of ranges that the user can toggle per SIM.  This would be similar to the AOSP behaviour.

I think it fulfill the requirement. User can go to each SIM to turn on/off the Cell Broadcast switch.
So just like Bevis mentioned in comment 0, we need Gaia's help to extend this preference, to make "ril.cellbroadcast.disabled" support dual SIM, not just a global one.
