Displaying normal and private tabs is the MVP version of tab panel. 

A full-screen tab panel is a good addition aside from horizontal tab strip(Bug1014987). It provides the users a quick glance of all their tabs. The space of the panel creates potentials for integrating powerful features, such as reordering a tab, tab groups, gestural commands, etc.

Please file a follow-up to discuss how we want to approach UI navigation (e.g. affordance for going back to browser, behaviour when adding a new tab in tabs panel, etc) in this new full-screen mode.

This was definitely implemented correctly and works as expected. Will set it to verify fixed
