Steps to reproduce:

As a user I
1) bought in-app products for App X (which uses server-less in-app payments)
2) uninstall App X or reset my phone because of a failed update
3) want to restore my in-app purchases for App X after re-install


Actual results:

Server-less in-payments has no ability to restore purchases, as a user I lost all my purchases.


Expected results:

I can log in using my Firefox Account or Persona to restore my in-app purchases.

This should work across all used Firefox OS versions and should ensure that purchases are stored and can be restored later on as users money is involved.
