For stumbler to scan neighbouring WCDMA cells, we need SDK 18 or higher (any of the Cell*Wcdma APIs are SDK 18). This is a low priority bug, and if the cost of doing a bump is high, then please don't do it for this bug. The stumbler will be gathering ample information without this for the time being. At some point in future (we'll know more when we see the data we are gathering) we will want this. +++ This bug was initially created as a clone of Bug #812227 +++

It is, but I refactored out (for Fennec) the code that depended on these newer APIs, and am waiting until I am looking to land more stumbler updates before I bring that code back in to Fennec.
