A user should be able to turn on and off Search Suggestions in their Awesome Bar. By default, Search Suggestions should be off.
A user can toggle search suggestions in the Awesome Bar by clicking a "Show Search Suggestions" link.

It should [also?] be possible to disable sending anything to search engines but still get suggestions from the Library.

might depend on bug 951624 but doesn't block it.

Is there also a keyboard shortcut to indicate you do not want to send data to the search engine? (the opposite equivalent to "?")
"//" used to be a way to quickly type an address on all browsers, but it seems that this is is no longer the case, including on Firefox for Android where starting a query with "//" still sends the query to the search engine. It would be great if Mozilla could make this work again! (though perhaps an additional standardised single-key modifier would be good too)

This seems to just be the same as bug 959567
