The Sign up for FxA UI shows through the Age Verification window.

Repro Steps:
1) Update a Flame to 20140722040212
2) Connect to Data/Wifi
3) Open Settings app > Firefox Accounts
4) Sign Up for an account
5) Select Age Verification drop down

Actual:
The previous screens UI is being shown through the Age Verification window.

Expected:
The previous screens UI does not show through the Age Verification window.

Issue does NOT occur on Flame 2.0.

Observed behavior: The Year of Birth window is non-translucent. During window transition the previous page's UI is not shown either.

Issue also doesn't occur on Buri 2.1, because the Age Verification window is non-translucent. However, during window transition, the previous page UI is very briefly shown.
