The summary pretty well covers it.

Since updating the bootloader, the USB Drivers that install with PhoenixSuit no longer work to access the device in fastboot mode.  Users must install a second set of Google Android drivers in order to access it.

Beyond being an extra set of steps for users (it's not very straightforward for less technical testers) this seems to indicate an issue with the fastboot implementation on the device.
Is it because the fastboot VID has been changed to the value of the adb? John, could you verify it and look into this issue?

yes, this is due to change of VID to 18d1.
if we change it back to 0bb4, it will be fine.
