STR to reproduce this issue.
1. Tried to enable --disable-b2g-ril
2. Turn on wifi to scan AP.
Expected result:
Wifi should work normally.
Physical result:
Wifi can't scan AP after turning it on.

Scan works, association works, disassociate/re-associate works, internet surfing works.

Please provide some more details, symptoms for this bug. From "config.status" I'm sure MOZ_B2G_RIL has been disabled.
