1048002 - Orange "no restart" label not displayed for some dictionaries

Actual result:
The orange "no restart" label is missing.

Expected result:
The "no restart" label should be there, similar to how it is shown on for example https://addons.mozilla.org/en-US/firefox/addon/english-australian-dictionary/

My guess is that the current version of the add-on was uploaded before bug 782025 was fixed, and that the no-restart flag has not been recalculated after the fix. Can you confirm if this is the case, and if it is so, can you re-run the calculation of this flag for all add-ons listed on https://addons.mozilla.org/en-US/firefox/language-tools/ ? It would be good to have this information to determine how to fix bug 795294.

If I understand the patch from bug 795294 correctly, we only added a check that is run on upload, so the label was only applied to dictionaries that has been updated since. We should consider doing an automatic check for all dictionaries and flag them appropriately.
