1048354 - Post to TBPL's submitBugzillaComment.php when classifying failures so bug comments are left

Whilst longer term, we want to do anyway with leaving comments on bugs when people classify failures (and replace it with a more comprehensive OrangeFactor tool & eg weekly "this intermittent failure has failed N times on these platforms" bug comments instead) - for now, we need to ensure that these comments are still left:
1) Since sheriffs can then start using Treeherder more - given that not only will the star data be synced, but the bug comments too.
2) We have a backup in case the temporary OrangeFactor sync doesn't work as expected (see also bug 1048351).
