Description:
Restarting the phone after OTA from 1.3 -> 2.0 will cause the SIM to be undetectable, but user is able to make phones calls.

Pre-requisites:
Make gaia on top of base image for 1.3 Flame setup
Push Smoketest Profile to DUT
Using B2G-Flast-Tool run these two lines:

./change_channel.sh -v nightly-b2g32

./change_ota_url.sh~ -u https://aus4.mozilla.org/update/3/B2G/28.0/20140711000201/flame/en-US/nightly-b2g32/Boot2Gecko%202.0.0.0-prerelease/default/default/update.xml?force=1


Repro Steps:
1) Update a Flame to 20140804000204
2) Download and Install the OTA
3) After OTA, unlock phone and restart the device

Actual:
The SIM is not recognized after restarting, resetting or pulling the battery.

Expected:
The SIM is reconized after restarting the device.

Seems duplicate of Bug 1038289?

I saw two possible causes here:
1) Com RIL --> Moz RIL triggers unexpected behaviour. Please always make sure the update is done with the same version of RIL, i.e. COM RIL -> COM RIL or Moz RIL -> Moz RIL
2) SIM detection doesn't work with mozRIL on v122. Please update the firmware. See bug 1003011.

Unable to reproduce the issue. 

Actual Results: SIM is recognized after OTA update and Restart when using the v180 base image. 

DOES NOT occur: 
OTA 2.2 to 2.2 
OTA 2.0 to 2.2
OTA 2.0 to 2.1
