I had a chat with Francis about this, and we were fine keeping what we are currently doing for 2.1. If we do try to address this, then things start to get into a grey area pretty quickly. If for example you focus on a url then edit the URL, perhaps to view places results, according to the spec we should persist that search term. We should generally strive to save what the user has typed, so a focused URL might not be the most ideal thing, but the spec does not consider this use case this yet. One minor improvement might be to clear the search term if we navigate away from the page, and the search term matches the last locationchange or visited URL of that browser frame. If we want to do that to address this bug, I think we can do so and request uplift approval.
