Steps to reproduce:

If Firefox Crashes with Electrolisys enabled while running in Safe Mode, the restart after reporting the crash won't preserve the Safe Mode status.
Hardware: x86 → x86_64
E10s is disabled after restarting in safe mode. Did you open again a new e10s window while in safe mode?

I don't understand what do you mean.
See also bug 664057 -- perhaps providing an option to "Restart in safe mode" in case when the crash happened in safe mode would be better than silently restarting in Safe mode.
