"Use TB as email client" prompt does not respect the check mark to NOT prompt anymore

Steps to reproduce:
Setup is Mac Book Pro 15", Mavericks 10.9.5 OS and TB 31.1.2
Launch TB
Prompted to have TB as default email client.
Uncheck "Always Perfrom...." AND click "Skip Integration"
Make sure Mail App is set to be the default mail client (in Mail setting).
Close TB. Launch TB.
Actual results:
I am prompted AGAIN with the same dialog box asking me if I want TB to be my default mail client. See attached.
This happens every time I launch TB.
Expected results:
I should not get the prompt anymore since I unchecked the option to have TB check.
