If you compare the loop icon in the screenshot to the other icons, it seems blurry.
Which version of Firefox is this?

Latest Nightly. But it's been blurry ever since the "message bubble" icon has been introduced.
What screen resolution and dpi? What version of Windows?

I've tried this on my Windows 8 machine and it looks fine to me. All the icons appear at the same resolution. The icon definitely looks crisper here on my Retina display Mac than my Windows 8 machine but I'd expect that given the lower resolution. This prompted me to look at your screenshot closer and it seems like all the icons are displaying at similar resolutions. Darrin, as one of the designers, could you have a look at this to see if you can detect what's going on here, if anything?
You can just compare the "forget" button (next to the loop button in the screenshot), and the loop button. The "forget" icon circle is definitively sharper than the loop icon circle.

I'm going to defer to Michael, who provided the assets and can likely make a better inspection on Windows (and in the case they need fixing, he'll know what to do)... Mike, can you take a look at the 1x icons for Windows?
