Details

When I try to go w3.org I get a message box that says unknown file type
text/html;charset=iso-8859-1. Then I have the option to save, cancel, etc.

Also when I try to edit my preferences, the screen never comes up.

I'm going to ignore the comment about prefs since I can't replicate that in an
8-1 windows build.

The URL problem looks like a Necko bug.  I believe that content type is valid
even without quotes around the charset (it's used in sec. 14.17 of IETF HTTP
1.1 draft).  I'm seeing this in 1999080115 Windows.  It could have been fixed
since.  Making Component=Necko and reassigning.
