Details
Saw this when launching with a big session.
First, every tab is "New Tab".
Then, tabs acquire their names.
Then, frontmost tabs load their pages. As the page loads, the spinner is supposed to go away.
For about half of my frontmost tabs (~9 windows), the big spinner stuck around until I switched tabs. If I very quickly switched left-right, the page instantly appeared, so it looks like it simply forgot to go away.

Am unable to restore about:* pages with this spinner -- have to open a new tab.

I get this very reliably as well after restarting (like every time now, it seems), but only in one of my two windows.

We suspect this is bug 1090430.
