Development and integration for the post tour page. This page will be presented to a user when they've completed the Hello tours.

Removing as a blocker for GA 35. Still a possibility for GA 36.

This is confirming that for the post-tour page (design bug 1099468), we'll be using the mobile animation as the asset, and the CTA will always point to the product page.
