This is the meta bug for Arabic language support in the Sys FE Upgrade Tutorial. The release target for full Gaia (all apps) Arabic support is 2.2. As far as I know, all the comments in bug 1126960 remain true for v2.5: we aren't planning major work on the FTE Tutorial and upgrade tutorial. If the LTR-specific nature of the existing tutorial content is deemed too poor a user experience, we could consider blocking 2.5 on bug 1197991 to facilitate market-specific tutorial content.
