Steps to reproduce:
1. Go to https://bugzilla.mozilla.org/
2. Click the glass icon in the searchbox, and click "Add Bugzilla@Mozilla"
3. Click "Change Search Settings", and uncheck "Bugzilla@Mozilla" from the list of one click providers
4. Visit https://bugzilla.mozilla.org/ again and click the glass icon
Expected result:
We should offer to add "Bugzilla@Mozilla".
Actual result: we don't offer to add any engine.
